I really like this thoughtful review of the "Robustness Principle" (RFC793) by Eric Allman.
"Standards are essentially contracts, in the legal sense, but the law has the advantage (or perhaps disadvantage) of a long history of definition, redefinition, and refinement of definition, usually in case law."
He certainly raises some good points for consideration both by implementors and by standards writers.
